In the secondary market, the number of stocks in the environmental protection engineering sector and the PM2.5 concept sector continued to rise and fall.
National Standards Committee: The quality of oil products is not only a national standard. In December 2013, the fifth phase of national standards for motor gasoline was officially released by the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Committee. The Science and Technology Daily reported at the time that it had such a description: Together with the National Standard for Automotive Diesel, which was released in April of that year, it pushed China's vehicle fuel standard to the highest level in the world (equivalent to Euro V).
However, for a long time to come, the implementation of the National Five Standards was full of doubts. In particular, as the outside world pays attention to smog, its implementation effect has been discussed repeatedly.
As the deputy secretary general of the Petroleum Products and Lubricants Standardization Technical Committee, Wan Zhanxiang participated in the discussion of the national five-steam diesel standard organized by the National Standardization Administration Committee in 2013. He also has an identity as a standardization management expert of CNPC.
When recalling the "First Financial Daily" reporters several meetings more than a year ago, Wan Zhanxiang said that the last meeting was presided over by Sun Xiaokang, deputy director of the National Standards Committee, and the participants were from the National Development and Reform Commission and the Energy Bureau. Ministry of Environmental Protection, Ministry of Industry and Information Technology, State-owned Assets Supervision and Administration Commission, Ministry of Finance, Ministry of Commerce, Automobile Industry Association, and three major oil companies.
As mentioned in an environmental investigation recently, “60~70% of the standard committee is a person in the petrochemical industryâ€, Wan Zhanxiang said, “The drafting unit of any industry product standard should be led by the industry. The backbone enterprises take the lead, which is clearly stipulated. After the oil experts have drafted them, they must be reviewed by all relevant parties, including manufacturers and users."
The relevant person in charge of the National Standardization Management Committee told this newspaper that the personnel composition of the Petroleum Products and Lubricants Standardization Technical Committee is in compliance with the regulations, "but the quality of oil products is not only a matter of national standards."

A big background is that in February 2013, Premier Wen Jiabao of the State Council held a State Council executive meeting and proposed to speed up the upgrading of oil products. The transition period of China's five-vehicle diesel and gasoline will be until the end of 2017. Driven by the upper level, the National Five Standards were all available in the same year.
In addition to the improvement of sulfur content in the National Five Standards, Yue Xin pointed out that there are still some problems that need to be taken seriously. For example, the vapor pressure of gasoline is divided according to temperature in the world, but the division of our country is too rough. Although the country has improved, it is still not enough. In addition, many indicators have room for improvement. When these emissions are large, they will also cause air pollution.
Article 20 of the "Regulations on the Implementation of the Standardization Law" stipulates that after the implementation of the standards, the departments that set standards shall conduct timely review in accordance with the development of science and technology and the needs of economic construction. The standard review cycle is generally no more than five years.
How to transition during the transition period?
Previously, big cities such as Beishangguang had taken the lead in starting the national fuel standard for vehicles. However, more cities are still in the stage of the national four or even the third country, waiting for the deadline for the transition period. The reporter was informed that Hebei PetroChina and Sinopec jointly adjusted the quality of oil products to be implemented at 24:00 on March 3, and the diesel was uniformly adjusted to the National Standard. The plan for upgrading oil products in Hebei is that by the end of 2014, the province will supply motor diesel that meets the national standard. By the end of 2015, the province will supply motor vehicles and diesel that meet the national five standards.
"There is no transition period during the transition period." Yue Xin told reporters that he thinks this is a major problem. The oil companies did not tell the public that the oil of the country was a supply law during this period.
However, Wan Zhanxiang said that the main problem in the supply of oil is that the refinery's equipment transformation takes time, so the national promotion needs to be gradually promoted.
"In some second- and third-tier cities, many cars are old Euro III and Euro IV. The cars have not changed. It doesn't make sense to change the oil. This is one of the reasons for setting the transition period," he said.
There is no major change or economic reasons. At the beginning of this year, a news from Dalian said that from January 1, 2015, the third-stage quality standard diesel in the city was upgraded to the fourth-stage quality standard. The sales price of the national four-vehicle diesel was used in the national three-car. Based on the price of diesel oil, the standard product will increase by 370 yuan per ton.
In addition, China's ordinary diesel and motor diesel have not been able to achieve standard integration, even in the national five standards. Checha diesel emissions are small but the price is high. The price of Puchai is low but the emissions are large, which is the absolute largest emitter of sulfur dioxide. Zhou Xueshuang, a professor-level senior engineer at the Environmental Engineering Evaluation Center of the Ministry of Environmental Protection, once said that developed countries such as the United States and Europe have implemented uniform quality standards for firewood. China's diesel oil is divided into two different quality standards, namely ordinary diesel and vehicle diesel. Different control indexes are adopted respectively. The standard sulfur content of ordinary diesel is very high, and the content of aromatic hydrocarbons and polycyclic aromatic hydrocarbons is not controlled.
At present, China's ordinary diesel is mainly used as fuel for compression ignition engines such as tractors, diesel locomotives, construction machinery, ships and generator sets. Especially in agriculture, the market still has a very large demand for Puchai.
Wan Zhanxiang said that at this point, the opinions of oil companies and environmental protection departments are consistent. Gas stations should not continue to sell Pu Chai, or whether sales channels can be controlled or not should be discussed.
In February 2013, the State Council executive meeting proposed to speed up the upgrading of domestic refining enterprises to ensure that qualified oil products were supplied on schedule in accordance with the upgrade schedule of steam and diesel. PetroChina, Sinopec and CNOOC should first complete the transformation task as scheduled. Accelerate the development and application of automotive engine related technologies.
It takes time to transform one and the need to invest. Wan Zhanxiang mentioned that a refinery transformation needs billions, and enterprises must raise their own, so they can only gradually transform. Cao Xianghong, the petroleum product and lubricants sub-labeling committee, also mentioned that private enterprises are more difficult because all the sulfur reduction must pass the hydrogenation process, and a hydrogenation unit is several billion yuan. However, data from 2014 show that the refining capacity of private enterprises is close to 1/4 of the national total, and the output of oil products exceeds 10% of the national oil production. Once the national five standards begin to spread nationwide, private refineries will be an indispensable supplier.
